Abstract

Amidst the global transition toward innovation-driven economies, Local Applied Universities (LAUs) have emerged as pivotal agents for regional development. However, a systemic "institutional decoupling" often exists between university-led innovation and entrepreneurship education (IEE) and actual regional industrial demands. This study employs a qualitative policy analysis, utilizing the Triple Helix model and Symbiosis Theory, to examine the structural bottlenecks in current IEE policy frameworks within Chinese LAUs. The research identifies that fragmented organizational governance and a lack of industry-specific standards significantly hinder the effectiveness of talent cultivation. To address these gaps, the paper constructs a symbiotic "5+1" policy optimization framework, emphasizing the integration of academic structures with regional industrial chains. The findings contribute to the theoretical understanding of LAUs as regional innovation hubs and provide a strategic roadmap for policymakers. Practically, the study suggests that optimizing IEE requires shifting from a generic teaching model to a multi-dimensional ecosystem involving co-governance between universities, local governments, and industrial clusters.
