With the implementation of the opening-up policy of the Hainan Free Trade Port, foreign-related policing in public security colleges faces new challenges and opportunities. Based on an analysis of the impact of the construction of the Hainan Free Trade Port on English teaching, this paper argues that existing teaching models should innovate teaching concepts and reform teaching methods: strengthening the cultivation of English skills and legal literacy by introducing cross-cultural communication and legal English teaching; and optimizing the allocation of teaching resources and updating teaching content to meet the new talent requirements under the Free Trade Port. An college English teaching system adapted to the needs of the Free Trade Port is thereby constructed, providing theoretical support and practical guidance for the reform of college English teaching in public security colleges, promoting the improvement of education and teaching standards, and contributing to the cultivation of more high-quality foreign-related legal talent for the construction of the Hainan Free Trade Port.
